Paper in Minecraft is an important item made out of sugar cane which can be used to make several useful items including maps, books, banners, and fireworks.
Paper can be traded with librarians and cartographer villagers for an emerald or found within stronghold library chests and shipwreck chests.
It can also be used with an anvil to repair maps.

Finding Paper in Creative Mode

Making Paper in Survival Mode
Required Materials
To make paper you need one ingredient: Sugar Cane.
Sugar Cane can be found near bodies of water such as rivers and lakes.
How to Craft Paper
Walk up to your crafting table and press the appropriate button to open the crafting menu.

2. Place the materials
When you open the crafting menu, you will see a 3×3 grid, a solitary box, and your inventory.
To craft paper, you will need to place the materials in the correct pattern into the crafting grid.
The top row should remain empty. The second row should contain three sugar canes. The bottom row should also be empty.
If should look like this:

3. Collect your paper
When the ingredients are placed in the correct pattern, three sheets of paper will appear in the box to the right of the grid.
You need to pick up the paper and place it in your crafting inventory to complete the crafting process. If you don’t do this and simply exit the crafting menu, all the materials will drop to the ground around the crafting table.

5. Place the materials

To make a map you will need eight sheets of paper and a compass., the top row of the grid should contain paper in all three boxes. The second row should contain paper in the left and right box and a compass in the middle. The bottom row should contain paper in all three slots.

To make a firework rocket you will need one sheet of paper, gunpowder, and a firework star. The top row of the grid should contain paper in the left box, gunpowder in the middle, and nothing on the right.
The second row should contain nothing in the left box, a firework star in the middle box, and nothing in the right box. The bottom row should remain empty.

6. Collect your items
When the ingredients are placed in the correct pattern, the completed item will appear in the box to the right of the grid.

Trading
In bedrock Edition, novice level cartographer villagers, and novice-level librarian villagers will give you an emerald for 24 sheets of paper.
In Java Edition novice-level cartographers will always offer to trade 24 pieces of paper for an emerald, but novice level librarians have a ⅔ chance of doing so.
